Carroll County Release Paths
A Carroll arrest can pass through several distinct systems. The Carroll County Lockup is a short local holding point operated by the sheriff. Adults who are committed to jail normally move to New River Valley Regional Jail, or NRVRJ, in Dublin. A person may then leave NRVRJ for the community, Virginia Department of Corrections custody, another jail, federal or immigration custody, a hospital, or a court-directed program. The word “released” on one agency’s record must be read as the end of that agency’s custody episode, not automatic proof that all physical custody ended.
Community release can follow personal recognizance, an unsecured or secured bond, dismissal, a court order, time served, sentence completion, probation, or parole. A transfer ends the stay at one facility but continues confinement elsewhere. Probation is court-ordered supervision in the community. Parole is conditional release from a prison sentence for an eligible person. Discharge means the relevant custody and supervision term has ended. Those terms describe different legal stages, so the exact status and destination matter.

Carroll County Release Types
The release reason helps select the next official source. NRVRJ’s booking record may identify a departure, while the Carroll court file explains the order or disposition. When the result does not show enough detail, ask the jail for the existing release or transfer field rather than inferring the reason from a name that vanished.
- Recognizance or bond: physical release while the case remains pending; confirm through the NRVRJ record and Carroll court order.
- Time served or sentence completion: the local term has been met, subject to other holds; compare the release entry with the sentence.
- Probation or parole: custody ends while community supervision continues; check VADOC District 16 or the assigned local program.
- Transfer: custody moves to VADOC, another jail, or another authority; use the receiving agency’s record.
- Dismissal or court order: a case event may support release; pair the filing court’s record with jail confirmation.
Carroll Release Record Fields
A release record is tied to a booking episode. Full name and date of birth can help identify the person, but the booking or permanent number is a stronger episode key. A release date coupled with a released status is more useful than roster absence. Charges remain accusations unless a court has entered a disposition, and a bond amount alone does not show that bond was posted.

Request Carroll Release Records
New River Valley Regional Jail is the custodian for its own booking and departure record. The sheriff holds sheriff-created arrest, transport, and lockup material. The court clerk holds the order and docket. Virginia FOIA allows requests by mail, fax, email, phone, or in person, and the request does not need to use the word “FOIA.” It should be reasonably specific. The statutory response framework is five working days, although an allowed extension or a criminal-investigative-file request can take longer. That clock governs the response, not guaranteed delivery of every record.
- Give the full legal name, aliases, date of birth, approximate booking date, Carroll as the committing jurisdiction, and a booking number if known.
- Ask for the existing booking or intake record, actual departure date and time, release-versus-transfer category, stated destination, and adult booking photograph if needed.
- Request electronic copies and a cost estimate. NRVRJ does not publish a release-record fee schedule.
- When proof of the case outcome matters, ask the filing court about a certified judgment, bond order, or disposition.
- If part is withheld, keep the response and ask for the nonexempt release facts with the cited withholding rule.
Virginia law permits reasonable actual charges for search, access, copying, and supplies. An estimate above $200 may require a deposit. Sealing and expungement can cause a public result to disappear. Virginia uses both traditional expungement under § 19.2-392.2 and a separate sealing framework. Eligibility depends on the charge, result, dates, and statutory limits. A blank search therefore does not prove that no custody episode occurred.
Carroll Bond Release Outcomes
NRVRJ publishes four local bail outcomes: personal recognizance, unsecured, secured, and ineligible. A recognizance release does not require money to be posted. An unsecured bond sets an amount that may become due if the person fails to comply. A secured bond requires the approved security. An ineligible result means no bail has been authorized at that stage.
Once a person has been committed, only a judge can lower bond or arrange recognizance. Jail staff cannot make that order or recommend a bondsman. Bond release also means the case is pending, not that the charge or sentence is complete.

Find Carroll County Released Inmates
Start with exact identity and the correct facility. A search for a generic “Carroll County jail roster” can miss the regional jail in Dublin. The official NRVRJ form can search by first name, last name, and date of birth, or by booking, permanent, state, county, FBI, or ICE identifier. Both search modes include an “Include released inmates” control. Leave that control unchecked and an archived booking may not appear.
- Collect the full name, birth date, approximate arrest date, arresting agency, case number, and any jail identifier.
- Use the NRVRJ lookup, check “Include released inmates,” and compare dates and identifiers before choosing a result.
- Read release status, date, court, charge, bond, and any destination together.
- Match the booking to the Carroll General District or Circuit Court case.
- When the record points to state custody or supervision, use the VADOC locator. Use federal or ICE systems only when a docket or transfer provides that clue.
- Resolve a conflict with a focused jail, sheriff, court, or VADOC record request.

Carroll VADOC Release Search
The Virginia Department of Corrections Inmate and Supervisee Locator covers people in VADOC custody and people under VADOC community supervision. It does not cover every short regional-jail stay, and it is not promised as a permanent public archive after final discharge. Search by VADOC ID when possible. A name search calls for at least the first three letters of the first name and the full last name, with advanced search available after accepting the disclaimer.

This official interface helps distinguish a state-responsible case from an NRVRJ-only booking. A dated agency record remains the stronger confirmation.
Carroll VADOC Release Reports
A fully discharged person may no longer be easy to locate through the public search. VADOC Operating Procedure 050.1 identifies VACORIS as the primary official inmate, probationer, and parolee record. It begins at the first VADOC contact and continues through the person’s lifetime, though that does not make the whole file public.
The same policy directs records staff to produce a monthly Facility Custody Release Report for people released in the prior month on supervision, parole, or discharge. A focused request can name the person, VADOC ID, and month, then ask for the relevant report entry and disclosable correctional-status or release documentation. Facility-folder routing rules are separate from the centrally maintained record, so public-locator absence should not be treated as record destruction.
Carroll Courts Confirm Releases
Carroll’s Circuit, General District, and Juvenile and Domestic Relations courts share the Pine Street courthouse location but handle different matters. General District Court is the usual first stop for adult misdemeanors, traffic matters, preliminary felony events, and many bond actions. Circuit Court holds felony judgments, sentences, appeals, and longer-term case outcomes. Juvenile and domestic access is more restricted, so questions should go to that clerk.
A docket can show recognizance, bond, dismissal, nolle prosequi, acquittal, sentence, suspended time, probation, or appeal. It cannot show the exact moment NRVRJ processed departure or whether another detainer took effect. Match case number, charge, result date, and sentence to the booking, then confirm the release or transfer with the jail.

Carroll Release Transition Programs
NRVRJ was named among Virginia jail-based substance-use treatment and transition grant sites beginning in 2025. New River Valley Community Services also documents Bridge jail clinical and diversion work. These sources show local transition resources and help explain where a person may have received services before or after a Carroll custody episode.
Program presence never proves that a named person took part. Participation, eligibility, and discharge from a program must not be inferred from a booking or release record. State parole and probation supervision for Carroll is administered through VADOC District 16 in Wytheville, while local probation and pretrial services are based at New River Valley Community Corrections in Pulaski. Those are different systems with different records.

Carroll Release Funds and ID
NRVRJ says a released person may have remaining account funds mailed or choose to pick them up. That accounts rule does not establish a general property-retrieval schedule or a release fee. No official NRVRJ release exit, family waiting area, public transit stop, or weekend processing rule was found, so current logistics should be confirmed with the facility before anyone travels to Dublin.
VADOC uses a separate state-facility process. It returns personal property and qualifying identity documents at release. Virginia Code § 53.1-31.4 also allows a DOC Offender Identification form that may support an application for a non-REAL-ID credential for 120 days. Those VADOC practices should not be applied to an NRVRJ release unless the person was actually in state corrections custody.
Carroll Federal Release Checks
NRVRJ’s official history mentions federal inmates, but dated reporting in March 2026 quoted the jail as having no federal contracts. That contrast is a warning against using old facility history to infer a current person’s status. A federal or immigration search belongs only where a booking identifier, docket, or transfer record points to that jurisdiction.
The Bureau of Prisons locator can display “RELEASED” and a release date for federal prisoners covered by its records. That means BOP custody ended, not that federal supervision, state custody, or immigration detention also ended. ICE’s locator is designed for current detainees and is not a historical release archive. A missing ICE result is inconclusive. The U.S. Marshals Service often uses contract beds for pretrial prisoners but has no comparable complete historical public locator.

The federal interface applies only when the case entered BOP custody. It should not replace the Carroll jail and court search.
Why Carroll Releases Use Dublin
New River Valley Regional Jail opened to prisoners in April 1999 after local facilities closed. That regional history explains why an arrest in Carroll County often leads to a custody record in Dublin, which lies outside Carroll County. The authority serves Radford and Bland, Carroll, Floyd, Giles, Grayson, Pulaski, and Wythe counties.
The official history records an initial 248 prisoners and a later expansion completed in 2010. Those figures are historical facility facts, not current population or annual release statistics. No reliable current Carroll-specific release count, average stay, or occupancy figure was found. The key point for a search is geographic: Hillsville may be the arrest and court location, while Dublin is the full-stay jail record location.
Carroll Release Status Compared
Use the system that created the stage being checked. Two official sources that agree are ideal for ordinary verification. Formal proof should come from the originating record or a certified court copy.

Can a missing name prove release? No. Spelling, the released checkbox, data lag, retention, transfer, sealing, another booking, or the wrong facility can all explain a blank result.
Carroll County Release Facilities
New River Valley Regional Jail is the committed-custody facility serving Carroll and has the official released-inclusive lookup. Carroll County Lockup is temporary sheriff holding with no separate public roster. Ask the sheriff whether a person left directly or transferred to Dublin.

- Carroll County Lockup: temporary local holding in Hillsville; use the sheriff custody log, then NRVRJ if a transfer occurred.

Neither VADOC, BOP, nor ICE operates a facility identified in Carroll County by this research. Their locators are fallback systems for a person-specific transfer, not local facility pages.
